Talent: 100–120 senior ISRO scientists have reportedly resigned for better-paying private space jobs, prompting a Department of Space order on 14 July routing critical-mission resignations to Delhi. Security: on 15 July a ransomware group posted ~19,000 Kudankulam-linked files stolen from a contractor’s network — officials say reactor systems remain secure.
The misconception: “this many headlines means someone is behind it”
Put the week’s events in a row and the pattern-hungry brain does the rest. Scientists leaving. Nuclear files on the dark web. A uranium deal rushed through. A state saying no to mining. Surely somebody is pulling threads.
Here’s the thing about that theory: it explains everything, which is exactly why it explains nothing. A story that fits every possible new fact is not an answer — it’s a mood.
The documented answer is less cinematic and more uncomfortable.

- 8 July — Meghalaya’s Chief Minister rules out uranium mining in the state. Again. The deposits in the West Khasi Hills have been blocked by local opposition for four decades; Meghalaya is likely the only place on Earth with an annual Anti-Uranium Day.
- 9 July — In Melbourne, India and Australia finalise the administrative arrangement enabling uranium exports — a framework that had been sitting in a drawer since 2014.
- 14 July — The Department of Space issues a binding memo: resignations from scientists on critical missions (Gaganyaan, Chandrayaan-4, the space station) now route to Delhi with a centre-head assessment. Behind it: reports of 100–120 senior departures, including the LVM3 and SpaDeX project directors.
- 15 July — The ransomware group World Leaks posts ~19,000 files it claims relate to Kudankulam Units 3 and 4, part of ~8,58,000 files stolen from Reliance Group, a project contractor. The plant was not hacked. Reactor designs (Rosatom’s) were not leaked. CERT-In and NPCIL are investigating.

The connection nobody needed to hide

The government built a private space sector — genuinely good policy — and that sector (Skyroot, founded by ex-ISRO engineers and now a unicorn; ~₹1,250 crore invested in FY25 alone) pays what the government won’t. The state built its own competition, then declined to compete. The 14 July memo deserves credit as an acknowledgement of the problem, but a lock is not a salary.
Security. The Kudankulam leak is the most instructive dot. Nobody breached a reactor. Someone breached a contractor — and a 100 GW build-out means thousands of contractors, every one of whose laptops is now part of the nuclear programme’s perimeter. A wall is only as strong as its weakest brick, and India is about to lay a great many bricks.
So: nobody needs to sabotage India’s nuclear dream. Left unattended, it leaks on its own — talent through the front door, data through the back door, fuel decisions made abroad.
The wry part: we’ve seen this exact film
In 1991 the Soviet Union collapsed and roughly 20,000 nuclear-weapons scientists watched their salaries turn to confetti. The world panicked about where that expertise might go. The fix was not a memo routing resignations to Moscow. The US, EU and Japan funded a centre that simply paid the scientists to stay. It was boring. It worked. History rarely offers cleaner instructions.
What to actually do with this

Was the Kudankulam nuclear plant hacked?
No. The plant itself was not breached, and officials say the reactor's operational systems remain secure. The files came from a contractor — the ransomware group World Leaks claims to have stolen roughly 8,58,000 files from Reliance Group's network, of which about 19,000 allegedly relate to Kudankulam Units 3 and 4 (engineering drawings, layouts, supplier records).
